Can Your HOA or City Say No to Artificial Turf in Florida? (2026 Update)

What Florida's 2025 synthetic turf law (HB 683) means for homeowners, how the new state standards work, what it does and doesn't change for HOAs, and how to get your turf approved.

For years, many Florida homeowners were told they couldn't install artificial turf because of a city ordinance or an HOA rule. In 2025, Florida changed the law for cities and counties. HOAs are a different story. Here's what changed, what didn't, and how to get your project approved without headaches. (This is general information, not legal advice. Always check your own community's documents.)

What the new Florida law does

In June 2025, Florida enacted HB 683. It directed the Florida Department of Environmental Protection (FDEP) to set statewide minimum standards for synthetic turf on single-family residential properties of one acre or less. FDEP adopted those standards as Rule 62-308.100, effective May 19, 2026.

For turf that meets the state standards, local governments can no longer adopt or enforce rules that prohibit it, or impose stricter requirements that effectively block it. The standards cover things like material type, permeability, stormwater and water quality, and proximity to trees. Among other things, residential turf must be lead-free and can't use rubber infill.

What it does NOT change: your HOA

The state law limits what cities and counties can do. It does not automatically override your HOA's deed restrictions or architectural guidelines. If your community's documents restrict or regulate turf, you still need to follow them or get approval through your architectural review committee.

The good news: many Southwest Florida HOAs now allow artificial turf, especially in backyards, side yards and pet areas, and more are updating their guidelines as quality turf becomes common.

How to get HOA approval, step by step

1. Read your guidelines. Look for sections on landscaping, lawns or architectural changes. Some communities list approved colors or require turf only in rear yards.

2. Submit a complete application. Include a site plan showing where the turf goes, product specification sheets, color samples and photos of similar installs.

3. Show drainage and quality. Boards want to know it will look natural and drain properly. A proper base, permeable backing and natural-looking multi-tone turf answer most concerns.

4. Wait for written approval before scheduling installation.
